IFHV Lunch Lectures - Panel 3 - Climate-Induced Displacement and Forecast-Based Financing in Humanitarian Action
The importance of anticipatory humanitarian action has increased since the World Humanitarian Summit 2016. Approaches such as Forecast-based Financing (FbF) aim at providing communities exposed to specific risks with the necessary support and enable early action before a disaster occurs. The focus of most anticipatory approaches has so far been on extreme weather events such as floods, storms and droughts.
This panel seeks to explore the potential of anticipatory humanitarian action in the context of displacement stemming from the effects of climate change, including its secondary effects and slow-onset impacts. The panelists will discuss lessons learned from existing anticipatory approaches and the need to adapt conceptual approaches as well as funding mechanisms.
